President Obama early last week launched a new plan to tackle climate change — an issue he’s pledged to make a priority throughout his second term. In the long-awaited speech, Obama said he would block the proposed Keystone XL pipeline if it would boost greenhouse gas emissions. The pipeline, which would transport 830,000 barrels of heavy crude oil from Canada’s oil sands region to refineries on the Gulf Coast per day, awaits U.S. approval.
